I love this one, much better access for garbage bags any size.

OK, ready? Hang paper towel holders where ever you use the bags. Slip the bags on the roll and just tear off as needed, or the other way I do it is when I open up the box I take the first one off and put the rest on the bottom of the garbage pail this way when I take the bag out to throw away there's one waiting for me.
