There are 23 people who have been charged and indicted for their alleged roles in a massive health care fraud scheme where they staged a series of car accidents to cash in on false insurance claims.

Four of the 23 indicted remain fugitives on the run from law enforcement.

A 138-count indictment against the accused was announced by Vanessa R. Waldref, United States Attorney for the Eastern District of Washington, which charges the accident individuals living in Washington, California, Michigan, Nevada, and British Columbia, Canada for not only their roles in staging 14 car accidents but also obstructing an official proceeding, and making false statements to the FBI.

There are 22 of the 23 who also conspired to commit mail, wire and health care fraud by staging the accidents which led to nearly $1-million in false insurance claims coming in for what the schemers claimed was over lost wages, bodily injury, and property damage.

The scheming became fishy on another front as well in three of the staged accidents where there wasn't anybody in the "victim's" vehicle that the driver of the "at fault" vehicle had supposedly driven into on a road.

Mohammed Naji Al-Jibory was the only one of the 23 who wasn't charged with the accident scheme but took it upon himself to obstruct the FBI's investigation and official proceedings.

One of those times, Ali Abed Yaser, Hussein A. Yasir, Hasanein A. Yaser and Mohammed Naji Al-Jibory who all played parts in obstruction concocted a story that an FBI car agent and someone working as an FBI informant asked for a $22,000 bribe to make the investigation or case dissipate.

Ali Abed Yaser (who also tried to tamper with evidence), Ahmad K. Bachay and Ali F. Al-Himrani also allegedly threatened physical harm to prevent people from communicating about the illegal activities to the FBI, law enforcement and the judge which is also why Ali Abed Yaser, Ahmad K. Bachay and Ali F. Al-Himrani are charged with witness tampering as well.

If convicted, each of those charged Attorney Waldref said that they would face 20 years maximum in prison for conspiracy to commit mail and wire fraud and each count of mail and wire fraud; 20 years in prison for conspiracy to obstruct an official proceeding and each count of witness and evidence tampering; 10 years in prison for conspiracy to commit health care fraud; and five years in prison for making false statements to the FBI.

The health care fraud/staged car accident case is being prosecuted by George J.C. Jacobs, III and Dominique Juliet Park, Assistant United States Attorneys for the Eastern District of Washington.
