Last Toms River Holdout Signs Dune Easement
John McDonough, who owns the Ocean Beach properties, says he will sign an easement allowing the U.S. Army Corps of Engineers to access part of his land to carry out a beach replenishment project and build dunes.
Toms River officials had harshly criticized his initial refusal to sign, and Mayor Thomas Kelaher called him "selfish."
McDonough says the state agreed to allow the Ocean Beach property owners association to continue to maintain and clean its beaches, which was the group's major concern.
Two other beach associations are expected to sign soon as well, leaving only three small holdouts.
